Energy companies: the draft legislation for renewable energy subsidies in Estonia is inadequate

The Estonian Power and Heat Association (EPHA), the Estonian Wind Power Association (EWPA), and the non-profit organisation Eesti Veskivaramu, which unites hydro energy companies, have found that unjustified cuts that are planned in renewable energy subsidies will create problems for Estonia in the fulfilment of its green energy consumption objectives. The amended draft law for renewable energy subsidies has been compiled based on the inaccurate conclusions of Competition Board analysis. A joint declaration of the associations, which includes companies that have invested almost eight billion EEK in renewable energy, says that the draft law does not take into consideration the rational proposals for amendments by the market participants. Final consumption of energy drops 7.6 pct in Estonia in 2009

Production of renewable energy in Estonia tripled in a year

Production of electricity from renewable sources increased nearly three times compared to the previous year, according to Statistics Estonia. If until 2007 the share of renewable energy remained around 1%, then in 2008 it was 2.1% and in 2009 it was 6.1%. Read more »

Security of supply report: Estonia risks a shortfall in production capacity from 2016

The report on the security of supply in the Estonian electricity system that Elering produced for the European Commission, the Ministry of Economic Affairs and Communications, and the Estonian Competition Authority finds that electricity production capacity in Estonia will fall significantly by 2017, and that without major investment in new production there could be insufficient production capacity to cover peak consumption by 2016. There is enough production capacity for both summer and winter until 2015. Read more »

Prime Minister Andrus Ansip stated on Aug. 19 that he was certain that Eesti Energia would not get the government’s approval to establish nearly 300 wind energy generators in the vicinity of the islands of Kihnu and Ruhnu in the Gulf of Riga, reports EPL Online.

The proposed wind park will take up an area of 100 square kilometers. He explained that one of the issues concerns the area of the territory, and another matter is whether it would be right to reserve the sea territory for an enterprise considering that Estonia would not require quite as many wind generators as are planned. Ansip noted that the planned capacities of all designed wind parks that are in development would far exceed the needs of Estonia. “It seems that the subsidies level has been set too high; investors are exceedingly interested in wind parks while residents are not so much interested in them,” said the prime minster.

Five companies applying for permit to construct wind turbine fields on the sea

Five companies have submitted petitions to the Ministry of Economic Affairs for constructing wind turbine fields on the open sea. Eesti Energia, Neugrund, Nelja Energia and Raunistal are planning to build such open sea wind turbine parks. The Port of Tallinn is also applying for a building permit, however is doing so in the name of Energiasalv, which is developing a project for an underground pump hydroelectric station in the seabed on Port of Muuga territory.
