Estonian news - Tuul March 25, 2015

BNS, 25.03.2015

The offshore wind farm with an aggregate capacity of 700 to 1,100 megawatts planned to be built near the Estonian island of Hiiumaa has to start production already this decade, therefore construction must begin in the next few years, Martin Kruus, CEO of the wind farm developer Nelja Energia, told the business daily Aripaev.

According to initial estimations the wind farm with 100 to 200 wind turbines would cost up to 2 billion euros and Nelja Energia hopes to produce wind energy with very competitive prices. While on the North Sea a kilowatt-hour of wind energy costs 120-150 euros and on the Baltic Sea 100 euros, the goal of Nelja Energia is 90 euros, Kruus said.

The Hiiumaa wind farm would be built on about 200 square kilometers, and it would be built 12 kilometers from the shore and up to 30 meters deep on the shallows of Vinkov and Apollo.

The residents of Hiiumaa have spoken up against the wind farm but the Hiiu council stands for the construction of the wind farm and has signed a protocol of intent with Nelja Energia. The council and developer are supposed to set up a nonprofit to the account of which 0.2 percent for every megawatt-hour produced would be paid which would amount to 700,000 euros per year. In addition, residents of the Hiiu County would be given the opportunity to purchase up to 17 million euros worth of shares and bonds of the wind farm, the productivity of which is 15 percent.
