Parnu proposes to initiate designated spatial plan for Paikuse wind farm

Parnu city government has forwarded to the council requests from the companies Enefit Green AS and Metsagrupp OU to open the procedure for the preparation of a designated spatial plan for a wind farmin the Paikuse area. 

The Enefit turbines of the new wind farm would take up an estimated area of 800 hectares, on which the company intends to build up to seven turbines with a height of up to 290 meters. The planning area sought by Metsagrupp OU lies entirely within the planning area sought by Enefit Green, the city government said.

Enefit Green wants the designated spatial plan to be initiated for a portion of the Paikuse rural municipality district in the administrative territory of Parnu city covering approximately 50 square kilometers. Metsagrupp wishes the designated spatial plan to be initiated for an area of 4.82 square kilometers in the territory of Polendmaa village in the Paikuse rural municipality district where properties belonging to Metsagrupp are situated.

Considering Estonia’s climate and energy policy goals, the location of a zone suitable for a wind farm set forth by the Ministry of Defense, the Parnu County spatial plan, the Paikuse general spatial plan and the wind energy thematic plan for Paikuse that is currently being prepared, the city government is of the opinion that it is necessary to extend the pre-selection area of the location to be covered by the designated spatial plan.

In order to make a reasoned choice in the pre-selection of the location, the planning procedure should embrace the entire territory of Polendmaa village and a part of the village of Seljametsa.

Based on the above, the city government made a proposal to the council to initiate the preparation of the designated spatial plan and environmental impact assessment for the wind farm and the infrastructure necessary for its operation, as well as the conduct of necessary surveys.

The planning area consists of Polendmaa village and a part of Seljemetsa village of the Paikuse rural municipality district of the city of Parnu. The size of the planning area is 113.7 square kilometers.
