The long-smouldering dispute about carbon dioxide (CO2) allowances, between the European Commission and Estonia, is set to enter a new round. Today, the Cabinet of Ministers will, as a matter of urgency, amend certain regulations in an attempt to avoid a threat to the companies whose activities are covered by the EU emission trading scheme because Brussels is reluctant to approve the yearly CO2 allowance allocated to Estonia.
